Water infrastructure projects concentrate risk in places that are invisible on a site plan. A pump station is a small building containing complicated mechanical, electrical, and control systems, and the schedule is usually driven by equipment procurement and commissioning rather than by civil construction. Long lead pumps, motor control equipment, and instrumentation have to be procured early, factory tested, delivered, installed, integrated with the district's SCADA system, and commissioned before the facility can be accepted.

The transmission main adds its own difficulties. Pipeline alignment conflicts with existing utilities are routine, trench safety and dewatering in constrained alignments require planning, and bedding, backfill, and compaction testing must satisfy the district's standard specifications. Pressure testing, disinfection, and bacteriological clearance are prerequisites to service, and failing any of them means repeating steps that consume weeks.

Tie-ins to an operating system require shutdown windows coordinated with district operations, and those windows are short, scheduled well in advance, and unforgiving. A tie-in that does not complete within its window is not simply late. It is a service interruption.

Design-build delivery on a district project requires that the district's standard specifications and design criteria be properly incorporated into the criteria documents. Where they are not, the design-builder will build to a different standard than the district expects, and the disagreement surfaces at acceptance.

Outcome and takeaway

Water district work rewards construction managers who treat testing, commissioning, and acceptance as scheduled activities with real duration rather than as closeout tasks. They are frequently the longest lead items on the project.
