Kruer Engineering Construction is a California A licensed General Engineering Contractor. We bid, contract, and build heavy civil and site work across San Diego and Southern California: grading, utilities, drainage, pipelines, roadway, and paving.

Most of our competitors on the advisory side have never held a contract. We have held them since 1994, which is why our bids are honest about what the ground is going to do.

What an A license covers

Fixed works that need engineering judgment, not just labor

The A classification issued by the Contractors State License Board covers fixed works requiring specialized engineering knowledge and skill. In practice that means everything that happens before a building can exist and much of what happens around it: excavation, grading, roads, drainage, sewers, water systems, pipelines, and site development.

It is the license that governs the majority of horizontal construction in California, and it is the hardest part of most projects to price correctly, because the cost is buried in the ground rather than drawn on an elevation.

Two licenses, both active

Our current California A license is #1083980. The firm's original license, #777345, issued in 1994, remains active. Both can be verified through the Contractors State License Board.

Kruer Engineering Construction is a women owned and minority owned business, certified as a Women Business Enterprise and a Minority Business Enterprise. On public and institutional work that carries participation goals, we count toward them as a prime or as a subcontractor while doing the actual construction rather than passing it through.

How we contract

We work under hard bid, negotiated lump sum, unit price, time and materials, and design-build agreements. We self-perform the earthwork and site scopes where we hold the crews and equipment relationships, and we subcontract specialty trades under our own contract and our own supervision. Either way, accountability sits with us.

Read the ground before the drawings

We start with the geotechnical report, the existing utility record, and a site walk. The drawings tell us what is wanted. The ground tells us what it will cost.

Bid real quantities

Every bid comes off a takeoff we performed, priced against current local material and subcontractor pricing, with exclusions stated in writing.

Build to the governing standard

City, county, district, and Caltrans standards differ in ways that matter. We build to the one with jurisdiction, not to a generic detail.

Document as we go

Testing, compaction reports, quantities, and as-built information are recorded while the work is open, not reconstructed at closeout.

Finish the paperwork too

Punch list, final quantities, agency acceptance, and bond release are part of the job, not an afterthought once the crews demobilize.

Reclamation earthwork, engineered fill programs, and import fill logistics at production scale.

Counsel and insurers

Corrective construction where a settlement, judgment, or claim requires the work to actually be built.

One role per project

We will not be your contractor and your construction manager on the same job

This is worth stating plainly because it is unusual. The firm holds a contractor's license and also provides owner side construction management, estimating, and claims analysis. On any single project we do one or the other, never both.

The reason is simple. A construction manager's value to an owner comes entirely from being independent of the party holding the construction contract. An owner who lets the same firm build the work and audit the work has bought a check that cannot check anything.

So we ask early which role you need. If you want a contractor accountable for delivering the work, that is this side of the practice. If you want someone auditing a contractor on your behalf, that is construction management. Both are available. Not together.

It also means we do not bid work competitively against contractors whose numbers we are separately retained to evaluate. Our construction work is bid where there is no conflict, or negotiated where the situation calls for our specific combination of analytical and building capability.

Working with us as your contractor

Do you self-perform or subcontract?

Both, depending on the scope. We self-perform the earthwork and site work where we hold the crews and equipment relationships, and we subcontract specialty trades under our own contract and supervision. From the owner's side there is one accountable party either way.

Will you bid a hard bid public works job?

Yes. We bid public work under public contracting code, carry the required payment and performance bonds, hold current DIR registration, and submit certified payroll. Our documentation standard on public jobs is the same one we apply when we are the agency's construction manager.

What is your bonding capacity?

We provide current bonding capacity, insurance limits, and certificates during prequalification. Ask and we will send them with references for comparable work.

Can you take over a job another contractor left unfinished?

Yes, and it is a recurring assignment. We start by documenting what actually exists and what condition it is in, then price the completion from there. See project completion and rehabilitation.

How fast can you mobilize?

For scheduled work, typically two to four weeks after award depending on the scope and the procurement of long lead materials. For emergency and time critical repairs we mobilize faster. See emergency repairs.

Do you work outside San Diego County?

Yes. We build throughout Orange, Los Angeles, Riverside, San Bernardino, and Imperial counties, and we price remote work on its actual mobilization, supply distance, and labor availability rather than adding a percentage to a coastal number.
