Energy and Utilities

Energy projects combine heavy civil site development with specialized equipment installation, long procurement lead times, and regulatory oversight that does not accommodate schedule pressure.

We manage the civil and site development scope and the interfaces around it.

Civil works on the critical path of an energy project

A generating facility is an equipment project sitting on a civil project. The turbines, transformers, and balance of plant equipment carry the schedule, but the site development, foundations, underground utilities, and access have to be complete and correct before that equipment can be set.

Civil work that finishes late delays everything downstream. Civil work that finishes with a tolerance problem delays it worse.

What we manage

  • Mass grading and site preparation to specified tolerances
  • Equipment foundation coordination with structural and mechanical
  • Underground electrical duct bank and grounding grid
  • Process and utility piping trenching and installation
  • Stormwater management and containment structures
  • Heavy haul access roads and crane pads
  • Laydown, staging, and construction power
  • Permit condition compliance and environmental monitoring
  • Interconnection and transmission corridor work
  • Coordination with equipment vendor schedules and field service

Remote and border region projects

Many Southern California energy projects sit in Otay Mesa, Imperial County, or the high desert, where the nearest concrete supplier, qualified subcontractor, and labor pool may be an hour or more away. Mobilization cost, travel time, and limited competition materially change the pricing, and estimates built on urban market assumptions will be wrong.

Utility corridor work

Transmission and distribution corridor construction involves access road construction on difficult terrain, environmental and biological monitoring windows, easement and access constraints, and coordination across multiple landowners and jurisdictions.

Our experience

We provided site development and civil works support on the Calpine Otay Mesa generating plant, a combined cycle facility near the international border.

Project types

  • Generating facility site development
  • Combined cycle and peaker plants
  • Renewable generation sites
  • Substation civil works
  • Transmission corridor access
  • Duct bank and grounding systems
  • Equipment foundations
  • Containment and secondary containment
  • Heavy haul roads and crane pads
  • Water supply and discharge infrastructure
  • Interconnection civil scope
  • Decommissioning and site restoration

How we support energy owners

Civil scope estimating

Site development, foundation, and underground cost estimating built on remote site conditions and actual local subcontractor availability.

Construction management

Field oversight of civil and site development scope with tolerance verification and coordination to equipment schedules.

Interface management

Managing the handoff points between civil, structural, mechanical, and electrical contractors where schedule risk concentrates.

Schedule integration

Integrating civil work into the overall project schedule so equipment set dates are supported rather than threatened.

Permit compliance

Tracking and documenting compliance with environmental and permit conditions throughout construction.

Site restoration

Decommissioning and restoration scope definition, budgeting, and management.

Questions about this work

Do you manage the equipment installation?

Our scope is typically the civil, site development, and underground work, plus the coordination interfaces with the equipment installation contractors. Specialized equipment erection is generally managed by the vendor or an EPC contractor, and we manage the boundary between them.

Can you work in remote locations?

Yes. We have managed work in California City, Otay Mesa, and other locations where local resources are limited. Remote work requires different assumptions on mobilization, travel, supply, and subcontractor availability, and pricing that reflects them.

Do you handle interconnection or transmission scope?

We manage the civil scope associated with it: access roads, foundations, duct bank, grading, and environmental compliance. Electrical design and energization are handled by the utility and specialized contractors.
