When procurement time is time you do not have
Emergency work inverts normal construction practice. There is no complete design, the conditions are still changing, the scope is discovered as you go, and the decision maker is usually standing on site. What makes it work is not speed of equipment but speed of correct judgment, which comes from having seen the failure mode before.

Stabilize, then diagnose, then repair
The order matters. The immediate priority is to stop the situation getting worse and make it safe, which is rarely the same work as the permanent repair. Doing the permanent repair before understanding the cause is how you end up doing it twice. We separate those phases explicitly and price them separately.
Documentation during an emergency
Emergency work generates disputes later, over cost, over cause, and over who was responsible. It is also the situation where documentation is least likely to happen, because everybody is busy. We photograph and record as we work. That record protects the owner in the insurance claim, the agency proceeding, or the recovery action that frequently follows.
Emergency contracting and public agencies
Public agencies generally have emergency contracting authority that suspends normal competitive bidding, with specific findings, documentation, and ratification requirements. Getting that paperwork right matters because it will be audited. We have worked on both sides of that process.
Then the permanent repair
Once the situation is stable and the cause is understood, the permanent repair is ordinary construction and should be contracted as such, with a proper design and a real price. Emergency rates are for emergency work and should not quietly extend into the permanent scope.

Stabilization first
Immediate work to make the situation safe and stop it worsening, priced and scoped separately from the permanent repair.
Contemporaneous record
Photographs, measurements, and daily documentation captured during the response, which is the only chance to get it.
Cause support
The observations and evidence preservation your engineer or counsel will need to establish why it happened.
Emergency contract documentation
For public agencies, the record supporting the emergency finding that will later be audited.
Permanent repair scope
A designed, properly priced permanent repair once the situation is stable and the cause is understood.
Cost record
Detailed time, equipment, and material records for insurance claims or recovery actions.

How quickly can you mobilize?
For genuine emergencies in San Diego County, typically same day or next day depending on the equipment required. Further out in Southern California, add travel. Call the office and ask for the on-call project manager rather than using the form.
How is emergency work priced?
Usually time and materials with agreed rates, because a lump sum on undefined emergency scope is not in either party's interest. We provide the rate schedule up front and detailed daily cost records as we go.
Can you work under an agency emergency declaration?
Yes. Public agencies generally hold emergency contracting authority that suspends competitive bidding, subject to specific findings and later ratification. That documentation gets audited, and we know what it needs to contain.
Will you also do the permanent repair?
Usually, and it should be a separate, properly designed and priced contract rather than an extension of the emergency work. Emergency rates exist for emergency conditions and should not carry over into planned construction.
