This is the deepest end of the earthwork discipline, and it is where our civil background is most directly applicable.
Earthwork at reclamation scale
Surface mining operations in California operate under reclamation plans approved by the lead agency and subject to the Surface Mining and Reclamation Act. Those plans commit the operator to a defined end condition, and reaching it requires placing enormous volumes of engineered fill to specification, over years, while the operation frequently continues around the work.

Import fill programs
Reclamation frequently depends on imported fill from offsite construction projects, which turns the operation into a logistics business. Material acceptance criteria, source qualification, truck routing, receiving rates, and placement capacity all have to work together, and the economics depend on maintaining a reliable import stream.
Documentation and financial assurance
Operators must maintain a reclamation cost estimate and financial assurance sufficient to complete reclamation if the operation ceases. That estimate is reviewed by the lead agency and the state. A defensible, quantity based cost estimate is directly valuable, both for compliance and because an overstated estimate ties up capacity unnecessarily.

Yes. Managing import requires coordinating material sources, acceptance criteria, truck routing, receiving capacity, and placement, and documenting all of it. Done well it is a revenue stream. Done poorly it is a compliance problem.
