Generating facility civil scope is unforgiving in a specific way. Equipment foundations must be constructed to tolerances the turbine and generator vendors specify, and those tolerances are tighter than general construction practice. Underground work, including duct bank, grounding grid, process piping, and drainage, has to be complete and verified before slabs and foundations are placed over it, because correcting an underground error after the fact is enormously expensive.

Schedule pressure comes from the equipment. Major generating equipment carries long procurement lead times and arrives on a delivery date that is essentially fixed. Civil work that is not complete when the equipment arrives creates storage, re-mobilization, and demurrage costs, and it delays every downstream activity including commissioning and commercial operation.

The Otay Mesa location adds border region logistics. Material supply, subcontractor availability, and labor patterns near the border differ from those in the San Diego metropolitan market, and mobilization to the site is longer than a map suggests.

Energy projects also operate under permit conditions from multiple agencies, including air quality and environmental requirements that impose monitoring and documentation obligations throughout construction.
