Water and Wastewater

Water infrastructure is unforgiving. The work is buried, the testing requirements are strict, the systems cannot lose service, and a failure shows up as a public event rather than a punch list item.

We manage and estimate this work for districts and their partners across Southern California.

Buried work with no tolerance for approximation

Pipeline, pump station, reservoir, and treatment facility construction is dominated by requirements that do not appear on a rendering: pressure and leakage testing, disinfection and bacteriological clearance, thrust restraint, corrosion protection, bedding and backfill specification, and the shutdown windows that determine when tie-ins can occur.

What we manage

  • Pipeline alignment conflicts with existing utilities
  • Shutdown and tie-in windows coordinated with district operations
  • Dewatering, shoring, and trench safety in constrained alignments
  • Bedding, backfill, and compaction testing compliance
  • Pressure, leakage, and disinfection testing protocols
  • Corrosion protection and cathodic systems
  • Mechanical, electrical, and instrumentation coordination
  • SCADA integration and controls commissioning
  • Traffic control on pipeline work in public streets
  • District standard specification compliance

Pump stations and facilities

Pump stations are small buildings containing complicated systems. The civil work is straightforward and the mechanical, electrical, and controls integration is where schedule and cost risk concentrate. Long lead equipment procurement, factory testing, and commissioning belong on the schedule from day one, not discovered at the end.

Design-build water projects

We have managed design-build delivery of water infrastructure including pump station, fore-bay tank, and transmission main work for a public water district. Design-build can compress schedule meaningfully on water projects, provided the district's criteria and standard specifications are properly incorporated into the criteria documents. See design-build.

Capital improvement programs

For districts running multi year capital improvement programs, we provide program level budgeting, scheduling, standards, and reporting so projects are comparable and the program is governable. See program management.

Project types

  • Water transmission and distribution mains
  • Sewer collection and force mains
  • Pump and lift stations
  • Reservoirs and storage tanks
  • Fore-bay and equalization facilities
  • Pressure reducing stations
  • Treatment facility improvements
  • Recycled water systems
  • Cathodic protection systems
  • SCADA and controls integration
  • Pipeline rehabilitation and relining
  • Emergency repairs

How we support districts

Engineer's estimate validation

Independent estimating for capital projects, including validation before advertisement and bid analysis after opening.

Construction management

Field oversight, testing coordination, quantity verification, and cost control under district standards.

Shutdown coordination

Planning and managing service interruptions and tie-ins with district operations, with contingency for failure.

Commissioning management

Coordination of equipment startup, controls integration, and functional testing through acceptance.

Capital program support

Program level budgeting, scheduling, standards development, and reporting across multiple district projects.

Claims and change analysis

Differing site condition evaluation, change order analysis, and delay assessment on district projects.

Questions about this work

Do you work under district standard specifications?

Yes. Southern California water and wastewater districts each maintain their own standard specifications and details, and they differ meaningfully. We work to the district's standards, not to a generic specification.

Can you manage a design-build water project?

Yes. We have managed design-build delivery including a pump station, fore-bay tank, and water main extension for a public district, covering criteria development through commissioning and acceptance.

How do you handle differing site conditions on pipeline work?

Contemporaneously. Buried conditions that differ from the contract documents need to be documented, measured, and evaluated for entitlement when they are exposed, because the evidence is covered within days. Waiting until a claim is filed makes the analysis far weaker.
