The construction challenge
Business park development is a horizontal construction project that produces buildable pads. The grading, utility backbone, drainage, streets, and parking that serve multiple buildings all have to be designed and built as a system, and they have to be sequenced so that pads become available in the order the market absorbs them.
Phasing matters here for the same reason it matters on residential development. Building all the infrastructure at once maximizes efficiency and minimizes unit cost, but it also puts the maximum amount of capital into the ground before any of it produces revenue. Building it in phases costs more per unit and requires interim conditions for drainage and access, but it substantially reduces capital exposure.
Pad certification is a specific technical requirement that follows from this work. A building pad must be compacted and tested to the specification the structural design assumes, and documented well enough that the building department and the structural engineer will accept it.
